On 7 April 2013 I posted on this blog the announcement of the Anti-kidnap alarm for human rights defenders in form of the Natalia bracelet launched in Stockholm by Civil Rights Defenders.
This was followed 10 days later, 17 April, by a post referring to the Panic Button developed by Amnesty International (“How to turn a mobile phone into an alert system for human rights defenders: AI’s Panic Button”).
Now the New York based Human Rights foundation announces its Partnership with global encrypted communications firm Silent Circle to protect the private communications of political dissidents, human rights groups, and civil society organizations in at-risk scenarios. There exist already the older and more wide-ranging tools of: “Security in a Box” (a collaboration between Front Line and Tactical Tech Collective – see http://security.ngoinabox.org/welcome) and Protection International‘s on-line Manual: http://protectioninternational.org/publication/new-protection-manual-for-human-rights-defenders-3rd-edition/.
While these (and perhaps other tools that I have missed!) may have all different features, the question could be asked who among the hard-pressed human rights defenders on the ground have the time and energy to sort through all this and pick what is most meaningful for them? Competition may well bring out the best but can also be confusing.

It has been 3 years since Floribert Chebeya and Fidèle Bazana were killed at the hands of the Police of the Democratic Republic of Congo, after been summoned by the Head of the Police, General John 
Numbi. To date, the Congolese Military Justice, who deals with this matter, has refused to prosecute General Numbi and has merely judged his accomplices even though it knows the truth, thereby showing total allegiance to the political and military regime. Brussels-based Protection International is looking for a fundraiser with a strong capacity to investigate and follow up possible funding opportunities. Protection International – based in Brussels – announces the launch of its new documentary, The Law of the Strongest, an in-depth account of the work of Honduran human rights defenders and the many challenges they face. You can watch it now at http://vimeo.com/58640439 (Spanish version with English subtitles). On 6 March 2013, The Law of the Strongest will be screened in Geneva.
“In this country, everything is being sold : water, earth and even oxygen” says Salvador Zúñiga, leader of the Civic Council of Popular and Indigenous Organizations of Honduras (COPINH) standing on a muddy road. Behind him, a no-trespassing sign bars the way to a dam construction project. “This project will not benefit the local population, but only the private interests”.
Like other members of his organization, Salvador Zuñiga denounces judicial harassment, threats and attempted corruption aimed at putting an end to their peaceful resistance to these mega projects.
Pascale Boosten and Eric Juzen, directors at the PI video team, met with COPINH representatives and other human rights defenders in order to produce the documentary, The Law of the Strongest.

Protection International (PI) is published on 23 February 2013 its first FOCUS report. To commemorate the 15th Anniversary of the UN Declaration on Human Rights Defenders (HRDs), the report presents the results from PI’s research on public government policies to protect human rights defenders internationally. It analyzes the development of public policy meant to protect human rights defenders. While acknowledging advances that have clearly enhanced existing regional and international mechanisms, the report adopts a critical approach since States are ultimately responsible for protecting Human Rights Defenders, starting with governments.PI hopes this report will contribute to the discussion on how to improve existing public policies and spur discussion between civil society organizations and governments of countries where protection of human rights defenders is far from being ensured.

Via Brussels-based Protection International we have learned that the appeal court in the central city of Gitega, Burundi, imposed a heavy three-year jail sentence on the journalist Hassan Ruvakuki instead of overturning his conviction. The court changed the charge on which Ruvakuki is convicted to “participation in an association formed with the aim of attacking persons and property.” In June, a lower court sentenced him to life imprisonment on a charge of terrorism. Reporters Without Borders regards today’s decision as a sign that certain Burundian officials were determined to punish Ruvakuki at all costs. Several sources in Gitega reported that the appeal court had been under heavy pressure from the state security apparatus not to acquit him. Ruvakuki was accused of complicity with a rebel group when all he did was his duty as a journalist to anticipate the news. Shortly before his arrest, he went to neighbouring Tanzania to cover a Burundian rebel group that was being formed there.
In response to this incomprehensible verdict, Reporters Without Borders is launching a petition for the release of Ruvakuki, who was working for Bonesha FM, a local radio station, and the Swahili service of Radio France Internationale at the time of his arrest in November 2011. Protection International announces the 2nd edition of its “Postgraduate Diploma on Integral Protection for Human Rights Defenders and Social Activists”.
It will begin in January 2013. It is organised jointly with the Universidad Pablo de Olavide.
This Diploma is the first of its kind, since it is the only international Postgraduate Diploma addressing the need to protect defenders.
The course addresses that protection in a comprehensive way, covering the existing national, international and regional laws and protection mechanisms; also studying security management, psychosocial support, the design of protection programs, etc. The course will also include an introduction to the protection of witnesses and victims.
The two institutions running it are:
– The Universidad Pablo de Olavide, Seville, Spain) which has been offering Post-graduate education in human rights for many years, and has introduced to the university the critical theory of human rights.
– Protection International (Brussels) which offers an extensive experience working directly for the protection of defenders in over fifteen countries in Africa, Asia, America and Europe.

On 8 November 2012 Amnesty International and other organizations (including Protection International) report on the situation of three Zimbabwean human rights defenders (HRDs), who have been detained without charge since Monday 5 November. On 7 November, they were illegally transferred from Harare to Bulawayo, taking them far from their support networks and raising fears for their safety. They are prisoners of conscience.
Fidelis Mudimu, Zachariah Godi and Tafadzwa Geza are senior staff members of the Counselling Services Unit (CSU) a registered medical clinic which provides medical and counselling services to victims of organized violence and torture. They were arbitrarily arrested by police following a raid on the organisation’s office in Harare on Monday 5 November.
At around 11h30 on Monday 5 November about a dozen police officers arrived at the office of the CSU, without a search warrant. Around two hours later they were joined by a truck-load of anti-riot police who threatened to fire tear gas into the clinic, risking the lives of patients, staff and others in the building. Police later produced a search warrant stating that they were there to recover “offensive and subversive material” which “defaces any house, building, wall, fence, lamp-post, gate or elevator without the consent of the owner or occupier thereof”. Police entered the premises and conducted a search and illegally seized confidential medical records, a computer and documents which were not covered by the search warrant. The three HRDs were then arrested.
On Wednesday 7 November Fidelis Mudimu, Zachariah Godi and Tafadzwa Geza were illegally transferred more than 400km from Harare to Bulawayo, in an open pick up truck without protection from the sun, despite temperatures exceeding 30°C. Harare police handed them over to Bulawayo police in the town of Kwekwe, where they were immediately handcuffed. On arrival in Bulawayo they were immediately placed in detention without being interviewed. It is illegal to detain someone without charge for over 48 hours in Zimbabwe.
ADDITIONAL INFORMATION
The CSU is a highly respected organisation because of its work to support thousands of survivors of human right violations. Amnesty International believes that the arbitrary arrest, unlawful detention and illegal transfer of the three human rights defender is part of systematic harassment and intimidation of civil society in Zimbabwe as the country is heading for another election in 2013.
This is the second raid on the office of an NGO in Harare in less than three months. In August the office of Gays and Lesbians of Zimbabwe (GALZ) was raided by police twice and members were arrested and detained.

In June 2012, the NGO Protection International met with Ms Claire Hubert, First Secretary of the Permanent Mission of Norway in Geneva, during the round table on National Policies for the Protection on HRDs.
The event was organized by PI in cooperation with the UN Special Rapporteur on Human Rights Defenders Margareth Sekaggya.
