Human Rights Watch seeks Director of Physical Security

Human Rights Watch is seeking a forward-thinking, innovative and experienced senior security professional who can guide a globally dispersed organization that reports on the most sensitive human rights issues. The Director of Physical Security will lead the organization to optimal and inclusive physical security risk management practices for the complex environments in which it operates.

This position is the organization’s lead on all physical security matters, providing support and leadership across a wide range of areas including crisis and incident response, asset protection, programmatic work, travel safety and event security. In partnership with the Director of Information Security, this role provides unified security risk management leadership across HRW.

The successful candidate will understand the threat landscape facing Human Rights Defenders or similar constituencies and have a proven track record of enabling work in challenging operational contexts. They will continue to lead the organization towards best practices and further embed and promote a proactive security culture; collaborate with both internal and external security groups; and have experience in crisis management, operational security and training.

The role will require international travel, including to areas that might be considered high risk. This position will be based in one of HRW’s main offices and will report to the Chief Operating Officer or their designee.

Front Line Defenders seeks new Deputy Director

Front Line’s current Deputy Director Andrea Rocca is sadly leaving and Front Line Defenders is now seeking candidates for the position of Deputy Director, reporting to and working together with the Executive Director, Andrew Anderson. The post is based in the organization’s headquarters in Dublin. The division of responsibilities between the Executive Director and the Deputy Director may be revised based on needs and relevant expertise.

 

The Deputy Director has particular responsibility for the following areas of work:
➢ Research & Policy regarding security& protection of human rights defenders;
➢ Office security, mission security, security and well-being of staff;
➢ Advocacy/lobbying;
➢ Capacity Building;
➢ Digital security;
➢ Strategy & Planning;
➢ The Dublin Platform;

The role includes regular international travel and representation of the organization.

Required Competencies

  • She/he should have at least five years of working at a senior level for the protection of human rights defenders /or equivalent experience in a human rights based activity/organisation in a leadership role and have experience of management, budgeting, planning and evaluation. The Deputy Director will have strong communication and analytical skills. She/he will have a very good understanding of the political environment for human rights defenders and an understanding of international human rights law and the relevant parts of the UN system. She/ he will have a high level of interpersonal skills and will lead by example to motivate staff and ensure the values and culture of the organisation are maintained.
  • Experience of working in an international context for the protection of human rights/human rights defenders, ideally experience of working in an international or regional human rights/human rights defenders NGO.
  • Experience of working with gender-focused initiatives, including but not limited to gender policies and gender-sensitive programming. Proven understanding of how gender intersects with race, disability, class and sexuality in human rights defenders’ lived experiences and their protection needs.
  • Excellent political judgement, including the ability to make strategic choices based on sound analysis of potential costs and benefits.
  • Management experience in a relevant field that includes financial management, people management, staff well-being, strategic planning and evaluation.
  • Experience of building and working successfully with teams of people with different professional or cultural backgrounds.
  • A third level qualification, ideally in the area of human rights, law, politics, international relations or other relevant discipline.
  • Personal leadership, initiative and proactivity. Capable of identifying and resolving potential problems before they arise. Sound decision making, extremely well organised and structured in approach.
  • Excellent written and verbal communication and presentation skills in English is essential and working knowledge of one of Front Line Defenders other working languages (Arabic, French, Russian and Spanish) is desirable.

DefendDefenders (East and Horn of Africa Human Rights Defenders Project) is a regional NGO based in Kampala, Uganda, that seeks to strengthen the work of human rights defenders throughout the sub-region by reducing their vulnerability to the risk of persecution and by enhancing their capacity to effectively defend human rights. DefendDefenders works in Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia/Somaliland, South Sudan, Sudan, Tanzania, and Uganda. DefendDefenders is seeking a highly motivated, self-starting, detail oriented, and well organised Communications Officer to support and promote the work of the organisation. Civil Rights Defenders is looking for a controller with experience of working with projects

The Stockholm-based NGO Civil Rights Defenders wants to take its Finance Department to the next level and is now looking for a Controller to help develop processes and working methods. As a Controller, you are a key asset in the Finance Department. The main focus is to simplify and improve all financial areas in order to get the very best results out of our new ERP system Maconomy. As a Controller, you will be responsible for a number of departments and act as controller for important projects in close cooperation with your colleagues in Stockholm as well as the rest of the world.

Some of the key activities include

  • Setting up project budgets in consultation with our project and program managers.
  • Financial reporting of our projects to donors and auditors.
  • Supporting department managers in budgeting and forecasting.
  • Responsible for analysing projects and department results in connection with monthly, quarterly and annual reports.
  • Contact person for our departments regarding financial matters.

We are especially interested in applicants with

The Norwegian Human Rights Fund is looking for a country director in Colombia., which is a newly created post.  Deadline for applications: September 17th, 2019.

Duration: 3 years with possibility of extension

Duty station: Bogota, Colombia. Travel inside the country and follow-up of grants/grantees will be an important part of the work. International travels will also be required.

The tasks include, but are not limited to

  • Lead the process of establishing a team in Colombia (initially 4-5 people) and set up an office.
  • Lead the strategy process for the NHRF for its Colombia work, including fundraising and communication work in line with the NHRF overall strategies.
  • Liaisons with and reporting to donors
  • Work dynamically with the grantees, and develop work, capacity building and follow-up based on needs and the situation on the ground.
  • Conduct risk assessments and risk reduction measures for the NHRF and its grantees.

Official qualifications (must have)

  • Master’s degree in social science, law, economics, or relevant field (can be compensated with long relevant leadership experience in funds mechanism).
  • Fluent in Spanish and Norwegian (might also be another Scandinavian language), good level of English needed.
  • Proven leadership experience, including leading a team/staff (min. 3-5 years)
  • Experience in working with civil society, grant making and funding mechanisms to civil society, including capacity building and networking.
  • Experience in handling donors and funds including from the Norwegian/Nordic governments.
  • Experience from Colombia, and possibly the region, when it comes to civil society and human rights defense/work.
  • Results-oriented and experience with Learning, monitoring and evaluation (LME) processes, previous work with Theories of Change is an advantage.

CONSULTANCY VACANCY – Final evaluation of the EU Human Rights Defenders mechanism

announced on 23 July 2019 that it is looking for a consultancy team to conduct an external evaluation at the end of the first phase of the Project. This evaluation should focus on documenting the impact that the EU Human Rights Defenders mechanism has had on the situation of human rights defenders during 37 months of implementation and whether the Consortium has delivered in accordance with the Project proposal and main objective of the Project. The evaluation should focus in particular on the direct support to human rights defenders under components and should compare this with other programmes and the broader EU support to HRDs. It should also provide recommendations to improve the relevance and effectiveness of the EU Human Rights Defenders mechanism in its follow-up phase of implementation. Education and Professional Experience

  • A master’s degree in human rights, law, social sciences, political science, or a related field from an accredited academic institution with a minimum of five years of relevant professional experience in program/project management;
  • A solid understanding of human rights and protection mechanisms;
  • Familiarity with the East and Horn of Africa sub-region and previous experience working in the sub-region;
  • Good conceptual and analytical capacity;
  • Very good budgeting, project management, and report writing skills; and
  • Ability and willingness to travel.

Languages

Fluency in English is a must (spoken and written). Fluency in French is a strong asset, and Arabic is an asset.

Location

The position will be based in Kampala, Uganda with frequent travels within and out of the country. Applicants should be eligible to work in Uganda without restriction.
