On 6 October 2014 Front Line Defenders will be hosting US computer privacy expert and “digital security guru” Bruce Schneier as the key-note speaker for their second Annual Lecture [for those in Ireland: at 6.30 pm in the Trinity Biomedical Science Institute – tickets are available at: https://bruceschneierdublin2014.eventbrite.ie].
This talk, entitled “Is it Possible to be Safe Online? Human Rights Defenders and the Internet”, will explore the issues faced by human rights defenders and everyday people on the ground as the use of computers and the Internet in their work is becoming increasingly commonplace and the threats posed by governments manipulating, monitoring and subverting electronic information, increased surveillance and censorship and the lack of security for digitally communicated and stored information is on the rise. Called a “security guru” by The Economist, Schneier has authored 12 books – including Liars and Outliers: Enabling the Trust Society Needs to Thrive – as well as hundred of article, essays and academic papers. His influential newsletter Crypto-Gram and his blog Schneier on Security are read by over 250,000 worldwide.

It has been 3 years since Floribert Chebeya and Fidèle Bazana were killed at the hands of the Police of the Democratic Republic of Congo, after been summoned by the Head of the Police, General John 
Numbi. To date, the Congolese Military Justice, who deals with this matter, has refused to prosecute General Numbi and has merely judged his accomplices even though it knows the truth, thereby showing total allegiance to the political and military regime. The second criminal case against journalist Andrzej Poczobut has been closed, and the charges of “libelling the President of Belarus” have been dropped, reports AI through Protection on Line. He had been targeted for his work as a journalist and for the legitimate exercise of his right to freedom of expression. On 15 March, criminal charges against Andrzej Poczobut were dropped by the Investigative Committee of the Hrodna region, Belarus, due to lack of evidence. The Investigative Committee reached the conclusion that there is no evidence of a crime by Andrzej Poczobut, as the experts fail to agree that he had libelled the President in his articles. Andrzej Poczobut was arrested on 21 June 2012 and released on 30 June under bail conditions. His bail conditions have now been lifted and he can now travel within Belarus. Andrzej Poczobut is a correspondent of the Polish daily newspaper Gazeta Wyborcza and a prominent activist for the Polish minority in Belarus. Andrzej Poczobut continues to serve a three-year suspended prison sentence – imposed on 5 July 2011 – on similar charges for other newspaper articles. Under this sentence he cannot leave Belarus and has to register with the police.

Arrested on July 15th 2012, Beehive Radio journalist and director, Mam Sonando, was sentenced in the first instance to twenty years in prison in October 2012. He was charged with instigating villagers and peasants to protest against lands expropriation, in Kratie province. He was convicted and sentenced for “aggravating circumstances rebellion, unlawful interference in the performance of public functions, insurrection, inciting people to take arms against the state authority”. After spending already eight months in prison, his appeal started on 5 March 2013.

On 13 February 2012, the Belgium parliamentarians adopted by unanimity a resolution strengthening its earlier resolutions of 2003 et 2005, in which they urge the Belgium Government to be more active with regard to the protection of human rights defenders. This kind of action by parliaments is rare but extremely important as I believe it helps to focus policy within the broad – and often vague – human rights language and gives long-term stability
The parliamentarians ask for example that the Government meets with HRDs during official visits, that diplomats maintain regular contact with HRDs in prior consultation with local and national human rights NGOs. They also want to see stronger support for HRDs in the context of conflict prevention, diplomatic dialogues and development aid. Other recommendations relate to the EU and the UN.
Protection International, the Brussels-based international NGO, has rightly welcomed the resolution which is in line with with the best practices it has collected over the years. It now calls on the Government to put the policy into practice.
