On Tuesday 29 September (15h30 – 17h30, Palais des Nations, Room XXII, Geneva), the CMDPDH, Asociación Civil and ISHR organise a side event about the situation for human rights defenders in Mexico. [A Mission of International Observers visited Mexico in November 2015 and will present its conclusions – under the title “In Defense of Life” – to the Mexican Government within the framework of the 30th session of the Human Rights Council.]

In this short video produced by True Heroes Films (THF) spokespeople for armed non-state actors explain why they feel they have to adhere to humanitarian standards. The definition of human rights defenders excludes those who advocate or use violence but the importance of them respecting basic standards is a crucial, long-term issue.
This Geneva Call short video features 13 high-level representatives of armed non-State actors (ANSAs) from 10 countries, including Syria, Burma/Myanmar and Sudan. In it, they explain why they think it is so important to enter into a dialogue with Geneva Call on humanitarian norms and the protection of civilian populations. Although ANSAs are responsible for violations of humanitarian norms in many conflicts, it is possible to engage them in a dialogue about respecting those norms.
It is in ANSAs’ interests to respect humanitarian norms, not only to gain support from populations in the areas they control but also to maintain a good reputation. Complying with humanitarian norms often sits well with the political or religious values that are at the root of their struggle, and compliance can make them more credible interlocutors when peace negotiations take place.
These statements were filmed at Geneva Call’s Third Meeting of Signatories in November 2014. This meeting in Geneva brought together 70 high-level representatives of 36 ANSAs from 14 different countries.
In Azerbaijan, space for independent civil society has disappeared, following a crackdown since the presidential election in October 2013. Ahead of the parliamentary elections in November 2015, all leading civil society actors are either in prison or have fled the country. On 8 September 2015, the UN High Commissioner condemned the ongoing crackdown on civil society and independent voices in Azerbaijan. On 20 August 2015, six UN Special Rapporteurs issued a joint statement condemning the conviction of human rights defenders as “manifestly politically motivated” in a trial that “fell short of international norms and standards.” On 11 September 2015, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) cancelled its election monitoring in the country due to restrictions imposed by the Azerbaijani authorities. The 2015 Sergio Vieira de Mello Prize goes to the Interfaith Peace Platform for the work achieved to reconcile religious groups in the hope of reaching a lasting peace in Central African Republic (CAR), a country devastated by a war between fractions.
The Interfaith Platform promotes dialogue as a preventive measure against religious violence and a means to pursue peace across CAR. It was established in 2013 by representatives of the three most important religions in the country, the Catholic Archbishop of Bangui, Mgr. Dieudonné Nzapalainga, the President of the Islamic Council in CAR, Imam Oumar Kobine Layama and by the President of the Evangelical Alliance, Pastor Nicolas Guérékoyaméné-Gbangou. The International Institute of Humanitarian Law (San Remo) is about to celebrate its 45th anniversary. In the context of its 15th Summer Course on International Humanitarian Law, it organizes a Book Launch to introduce the Proceedings of its last Round Table: “Conduct of Hostilities, the Practice, the Law and the Future”. The launch is held on Friday 3 July 2015 at the United Nations Library in Geneva from 11 am to 1 pm.

OMCT and FIDH (within the framework of the Observatory for the Protection of Human Rights Defenders) in cooperation with the ISHR organise on 16 June (16:00-17:30, room XXII, Palais des Nations – Geneva) a side event on Attacks and Reprisals against Human Rights Defenders, focusing on the issue of reprisalsand accountability. The International Service for Human Rights and United Kingdom Mission in Geneva are organising a panel discussion on “Human rights defenders and the rule of law” on Monday, 8 June 2015, 16.30-18.00 (followed by a reception) at the Graduate Institute, Maison de la Paix (Auditorium 2), Genève, Switzerland.
This event will discuss the importance of the rule of law in safeguarding the rights to freedom of expression, association and assembly for human rights defenders and activists, and the vital role of human rights defenders and international mechanisms in establishing, maintaining and promoting the rule of law. It will also explore the notion that respect for the rule of law requires respect for the rule of international law and national law that is in conformity with international law.
