The State of Honduras fails to comply with the implementation of protection measures for human rights defenders (HRD) at risk. For this reason, last Monday 28th October, state representatives appeared in a public hearing before the Inter-American Commission of Human Rights in Washington D.C.
This hearing was requested by the Centre for Human Rights Research and Promotion (CIPRODEH), the Committee of the Families of Detained and Disappeared Persons in Honduras (COFADEH), the Team for the Reflection, Research and Communication of the Society of Jesus in Honduras (ERIC-SJ), Protection International (PI) and the Center for Justice and International Law (CEJIL).
The participating organisations denounced the ineffectiveness of the interim and precautionary measures granted by the Inter-American Court and the Commission of Human Rights, after finding many shortcomings faced by the beneficiaries, who continue to be threatened. Likewise, punctual observations were made encompassing the various limitations and loopholes under the draft law named “Law on Protection for Human Rights Defenders, Journalists, Social Communicators and Justice Operators”, pending approval by the National Congress since august 2013. Finally some cases were highlighted, illustrating the risks that human rights defenders continue to face to the date in Honduras. Among others, special mention was made of the recent murder of Manuel de Jesús Varela Murillo, who was receiving protection measures.
The organisations called on national authorities to submit the above-mentioned draft law to a wide dialogue, in a participative and transparent way, for the purpose of establishing a mechanism to protect effectively human rights defenders. Finally, the CIDH was requested to visit Honduras to verify the reported risk situation, in order to provide appropriate recommendations.

reports that on 22 October 2013, human rights lawyer André Michel in Haiti was arbitrarily held in police custody after police attempted to carry out a search on his vehicle. He was eventually released the next morning but remains at risk of arrest. André Michel is involved, as legal representative of the complainant, in a case of corruption and embezzlement of public funds allegedly implicating members of the President’s family. It has been 3 years since Floribert Chebeya and Fidèle Bazana were killed at the hands of the Police of the Democratic Republic of Congo, after been summoned by the Head of the Police, General John 
Numbi. To date, the Congolese Military Justice, who deals with this matter, has refused to prosecute General Numbi and has merely judged his accomplices even though it knows the truth, thereby showing total allegiance to the political and military regime. On 23 May 2013, the Asian Legal Resource Centre (ALRC) submitted a detailed statement to the UN concerning the increased pressure on HRDs in Nepal. Here are some highlights:
1. The Asian Legal Resource Centre (ALRC) wishes to highlight the continuing need for closer monitoring by the Human Rights Council and the international community of the renewed threats and attacks that human rights defenders working in Nepal have had to face since the beginning of the year. Worries about potential reprisals from the former belligerents have arisen following progress in the investigation and prosecution of cases of human rights violations committed during the conflict. Intervening at the 53rd ordinary session of African Commission on Human and Peoples Rights, on 18 April 2013, the FIDH and the OMCT, in the framework of their Observatory for the Protection of Human Rights Defenders, expressed their grave concern about the situation of human rights defenders in Africa, which they stated had not observed an improvement. Violations of human rights targeting defenders have continued, notably in Algeria, Cameroon, Chad, Democratic Republic of Congo DRC, Djibouti, Egypt, Gambia, Sudan and Zimbabwe. Judicial harassment based on false accusations, accompanied by arbitrary arrests and detentions, remains the most common harassment technique, especially in Algeria and Zimbabwe, but also in Cameroon, Djibouti, Egypt, The Gambia and Sudan. In several countries, including The Gambia and DRC, defenders have also been subjected to threats and smear campaigns. In late December 2012 / early January 2013, the presence in Goma in the Kivu region of non-State armed groups notably led to increased threats against local defenders, forcing many of them to hide or flee into exile. The targeted defenders are, inter alia, members of NGOs and lawyers in Chad, DRC, Zimbabwe, journalists in Djibouti, trade unionists fighting against impunity in Algeria, Djibouti, DRC, Zimbabwe or defending land rights and the right to a healthy environment in Cameroon; defenders of the right to work in Algeria and the right to health care in Sudan; advocates for the abolition of the death penalty in The Gambia, women’s rights in DRC, The Gambia, and free and fair elections in Zimbabwe; and activists campaigning against arbitrary detention in Egypt.
