In a recent post I referred to the worsening climate for Human Rights Defenders in Haiti (https://thoolen.wordpress.com/2013/10/28/haiti-judicial-harassment-against-human-rights-lawyers-continues/) and now we learn of the killing of one of the leading HRDs, Daniel Dorsainvil (or Dorsinvil) and his wife in the streets of Porte-au-Prince:

Nicole Phillips in RYOT News of 18 February reports that on Saturday 8 February 2014, Daniel Dorsainvil and his wife Girldy Lareche were shot and killed by an unidentified man who fled the scene on a motorcycle. The OMCT and the FIDH, in the framework of the Observatory for the Protection of Human Rights Defenders, made an intervention under agenda item 9: “Situation of human rights defenders” at the at the 54th session of African Commission on Human and Peoples Rights [ACHPR] on 5 November.
Human rights defenders were attacked, received threats or were slandered in the DRC, Senegal and Tunisia. In some cases they were even killed, as in the DRC and in Cameroon, in a climate of impunity. Defenders, and in particular defenders of economic, social and cultural rights, also continued to be subjected to arbitrary arrests and judicial harassment in Angola, Cameroon, the DRC, Egypt, Mauritania and Tunisia. The State of Honduras fails to comply with the implementation of protection measures for human rights defenders (HRD) at risk. For this reason, last Monday 28th October, state representatives appeared in a public hearing before the Inter-American Commission of Human Rights in Washington D.C.
This hearing was requested by the Centre for Human Rights Research and Promotion (CIPRODEH), the Committee of the Families of Detained and Disappeared Persons in Honduras (COFADEH), the Team for the Reflection, Research and Communication of the Society of Jesus in Honduras (ERIC-SJ), Protection International (PI) and the Center for Justice and International Law (CEJIL).
The participating organisations denounced the ineffectiveness of the interim and precautionary measures granted by the Inter-American Court and the Commission of Human Rights, after finding many shortcomings faced by the beneficiaries, who continue to be threatened. Likewise, punctual observations were made encompassing the various limitations and loopholes under the draft law named “Law on Protection for Human Rights Defenders, Journalists, Social Communicators and Justice Operators”, pending approval by the National Congress since august 2013. Finally some cases were highlighted, illustrating the risks that human rights defenders continue to face to the date in Honduras. Among others, special mention was made of the recent murder of Manuel de Jesús Varela Murillo, who was receiving protection measures.
The organisations called on national authorities to submit the above-mentioned draft law to a wide dialogue, in a participative and transparent way, for the purpose of establishing a mechanism to protect effectively human rights defenders. Finally, the CIDH was requested to visit Honduras to verify the reported risk situation, in order to provide appropriate recommendations.

reported that on 22 October 2013, unidentified gunmen shot Mohamed Mohamud Tima’adde six times on his way to work. Three people were subsequently arrested trying to access the Medina hospital ward where Mohamed Mohamud was being treated. Initially it was reported that he was responding well, but on 27 October AP reports that according to the Somali journalist Ahmed Nor Mohamed his colleague has died of his wounds on Saturday night.

On 11 September EurasiaNet published a piece implying that powerful people in Armenia can get away with violence and even murder. At least that is how human rights defenders have reacted to the September 8 decision to drop all murder charges against the son of former strongman governor, Suren Khachatrian. In a shootout near the ex-governor’s mansion in the southeastern town of Goris, Tigran Khachatrian [junior] this June shot dead local businessman Avetik Budaghian. Budaghian’s brother Artak, a military officer, was wounded in the clash with Kachatrian’s son and his bodyguards. Tigran Khachatrian and one of the bodyguards were arrested on murder and illegal weapons possession charges, but were released after the military police, which are handling the case, decided that all the shots fired by Khachatrian were made in self-defense. Human rights activists, the victims family and the familys lawyer all have condemned the ruling. A local representative of Human Rights Watch alleged in a conversation with Radio Free Europe/Radio Liberty that Armenian President Serzh Sargsyan, a former defense minister, may personally have pushed for the ex-gubernatorial son. …It has been widely suggested that this quid-pro-quo relationship kept Kachatrian in office despite his long alleged record of violent behavior. Allegations like assaulting a journalist and a businesswoman had been piling up against Kachatrian, but never resulted in indictments or dismissal. Khachatrian père tendered his resignation after the shooting incident, but, critics say, he can still call in favors with the establishment.

Nine years after the killing of human rights defender Munir Said Thalib, Indonesian President Susilo Bambang Yudhoyono must take decisive and concrete action to ensure those responsible – including those at the highest levels – are brought to justice, and that all defenders of human rights are better protected. President Yudhoyono, who has himself described Munir’s case as a “test of our history”, but he has just one year of his presidency remaining in which to ensure full justice and reparations are delivered. The President’s failure so far to do so, at a time the protection of human rights defenders across the country remains seriously under threat, raises serious questions about his legacy.

It has been 3 years since Floribert Chebeya and Fidèle Bazana were killed at the hands of the Police of the Democratic Republic of Congo, after been summoned by the Head of the Police, General John 
Numbi. To date, the Congolese Military Justice, who deals with this matter, has refused to prosecute General Numbi and has merely judged his accomplices even though it knows the truth, thereby showing total allegiance to the political and military regime. I am re-publishing this excellent editorial that appeared in the Bangkok Post of 25 Apr 2013 about the lack of protection for environmental human rights defenders in Thailand. If only more newspapers carried such succinct and clear opinions:
“The rally in front of the Appeal Court on Tuesday by 300 residents from Prachuap Khiri Khan to demand transparency in the murder case of environment defender Charoen Wat-aksorn attracted scant media attention.That is not surprising at all as most mainstream media have lost interest in the case, which has dragged on for almost a decade since the victim’s murder on June 21, 2004, regrettably with justice yet to be served _ at least in the mind of Charoen’s widow, his friends and supporters. It is understandable why these rural residents had to travel from their hometown more than 200 kilometres away to gather in front of the court, albeit in a peaceful and civilised manner, to demonstrate their “reaction” against the courts recent acquittal of the last suspect in Charoen’s murder case, 51-year-old Thanu Hinkaew. Their presence in Bangkok was not meant to protest against the Appeal Courts acquittal but merely to seek an explanation from the court and to ensure the case would be treated with transparency when prosecutors appeal against the verdict to the Supreme Court. NGOs as well as the Inter-American Commission on Human Rights (IACHR) condemn the murder of Ever Cordero, chairman a participatory dialogue process for victims of displacement in the department Córdoba, Colombia.
Ever Cordero was a community leader who worked to bring about the restitution of lands for victims of the armed conflict. On April 9, 2013, Ever Cordero was traveling toward the urban area of Valencia, in Córdoba, when two individuals on a motorcycle intercepted him and shot him to death. Ever Cordero was going to Valencia to attend ceremonies and marches commemorating the National Day of Memory and Solidarity with Victims.
