Preview of the upcoming session of the UN Human Rights Council
February 25, 2016The UN Human Rights Council will hold its 31st regular session at Palais des Nations in Geneva from 29 February to 24 March 2016 (it also marks the 10th anniversary of the Human Rights Council). The International Service for Human Rights (see link at the bottom of the post) has published an Alert full of details, but I highlight here the elements that concern human rights defenders most directly:
Human rights defenders: The Special Rapporteur on the situation of human rights defenders, Michel Forst, will present his annual report to the Council on 3 March. The report focuses on good practices to promote and protect the rights of human rights defenders. Presentation of the report will be followed by a dialogue. Of significance this session is a substantive resolution that will be presented by Norway on the situation of human rights defenders. The resolution at this session of the Council follows on the heels of the resolution on human rights defenders presented at the General Assembly in November 2015. The General Assembly resolution included a number of new, important and substantive provisions, including on the vital role of advocacy and the work of defenders in contributing to sustainable development and the realisation of economic, social and cultural rights, and the responsibilities of business enterprises with respect to engaging, consulting and protecting defenders. [see also: https://thoolen.wordpress.com/2015/12/18/un-general-assembly-adopts-resolution-on-human-rights-defenders-with-increased-majority/] This latest resolution provides an opportunity to recognise the critically important work of economic, social and cultural rights defenders, and the cross-cutting challenges they face, including restrictions not only on their rights to health, food, housing, social security and work, but also on their rights to freedom of expression, association, assembly and life itself. Economic, social and cultural rights activists have been identified by current and previous Special Rapporteurs on the situation of human rights defenders as among the most isolated and stigmatised defenders. It is integral that the resolution recognises the role of both State and non-State actors in the protection of human rights defenders, and enjoys broad State support for strong language demanding their protection. Human rights defender Chai Bunthonglek killed at home in Thailand

reports that on 11 February 2015, land rights defender Mr Chai Bunthonglek was shot and killed at his home in Chaiburi District, Thailand, by an unknown man. Reportedly, the perpetrator fired six bullets at the human rights defender.
[Chai Bunthonglek was a member of the Southern Peasants’ Federation of Thailand – SPFT, a network formed in 2008 to campaign for the right to agricultural land. Chai Bunthonglek is the fourth member of SPFT who has been killed. On 19 November 2012, Ms Montha Chukaew and Ms Pranee Boonrat were shot by unknown individuals near the village of Khlong Sai Pattana in Surat Thani Province. In 2010, Ms Somporn Pattaphum was also shot dead in the area.]
The killing follows the recent incommunicado detention of Mr Pianrat Boonrit, the President of SPFT, on 3 February 2015. The human rights defender was released by the military on 5 February 2015, reportedly on condition that he would mediate between the army and the Premsub Community, and urge the community to leave the area. Allegedly, Pianrat Boonrit was threatened with seven days’ detention if he did not convince the community to leave the land. The human rights defender had been arrested and detained when he presented himself at the Vibhavadi Rangsit Military Camp, Surat Thani Province, in response to a summons to attend an “attitude adjustment camp” for three days.
Front Line Defenders strongly condemns the killing of Chai Bunthonglek, which it believes to be directly linked to his peaceful and legitimate work in the defence of land rights. Front Line Defenders is gravely concerned for the physical and psychological integrity and security of Pianrat Boonrit and other members of SPFT.

2nd Werner Lottje Lecture on 10 November in Berlin with Alejandra Ancheita and Michel Forst

On 10 November 2014 will take place the 2nd Werner Lottje Lecture. This annual event – organised by Bread for the World and the German Institute for Human Rights – honors one of Germany’s most influential and visionary human rights defenders, who died in 2004 [see: https://thoolen.wordpress.com/tag/werner-lottje/]. As Werner Lottje was one of the founders of the Martin Ennals Award, the organisers have in mind to invite every year one of the Final Nominees of the MEA as main speaker.
