Today it was announced that the Bremen Solidarity Award for the year 2013 has been awarded by the German Province of Bremen to the Saharawis activist and President of the Collective of Saharawis Human Rights Defenders (CODESA), Ms. Aminatou Haidar.
The committee overseeing the selection of the winner explained that Aminatou Haidar has been chosen for her record of defending the Saharawis’ human rights desert, praising the great efforts being made by CODESA’s President in order that the Sahrawis benefit from their natural resources, as human rights cannot be separated from political and civil rights. “Aminatou Haidar has frequently and boldly defended the rights of the Saharawis by peaceful mean. She still struggling to find a just solution to the question of Western Sahara by the same means,” added the committee. The Bremen Solidarity Award has, since 1988, been presented to people who campaign for freedom, democracy and human rights and who fight against colonialism and racism.

Yesterday’s post about the G.A. report of UN Rapporteur on Human Rights Defenders pointing to the pressure on environmental HRDs, is followed immediately by another on a similar topic: on 28 October 2013 the ‘UN Working Group on the issue of human rights and transnational corporations and other business enterprises‘ made its report to the General Assembly and concludes that States and corporations need to do more to prevent the violation of indigenous peoples’ rights as a result of business-related activities.
On 28 September I shared a message concerning criteria to help select the best possible successor as Rapporteur on Human Rights Defenders. It mentioned 31 October as deadline, but the UN now informs us that the deadline for applications for special rapporteurs – to be appointed at the 25th session of the Human Rights Council (March 2014) – has been extended to Thursday 14 November 2013 (Midnight, GMT). The Office of the UN High Commissioner for Human Rights (OHCHR) should esta
blish a mission in Belarus, the delegates to the Third Belarusian Human Rights Forum, which took place in Vilnius on Saturday and Sunday, say in a statement on 27 October. The delegates also urge the Organization for Security and Cooperation in Europe (OSCE) to take measures to encourage Belarusian authorities to respect human rights. It is necessary for the OSCE Parliamentary Assembly to preserve its Ad Hoc Working Group on Belarus and for all OSCE institutions and bodies, including the Office for Democratic Institutions and Human Rights, to step up cooperation with Belarus’ civil society. The delegates condemn violations of human rights by Belarusian authorities and urge them to abide by international commitments and implement recommendations within the framework of the UN Universal Periodic Review. Authorities should invite all UN special rapporteurs to visit Belarus, above all, the UN Human Rights Council’s special rapporteur on Belarus.
At the same meeting, Ales Bialiatski‘s wife called on the West to be consistent in relation to Belarus. Natallia Pinchuk calls not to close the question of rehabilitation, not to reduce pressure on the Belarusian authorities and not to make concessions until all political prisoners are released, Radio Svaboda reports. “Some human rights defenders began to propose in their articles and speeches to lift demands for the full rehabilitation of political prisoners. They say the regime will never agree on it. But I think we must be consistent first of all. If we began to demand the rehabilitation, we must keep to this position. Secondly, people’s rights remain restricted without rehabilitation. They have only half-freedom,” she said. “We, relatives of the political prisoners, expect firmness and applying all instruments from the European Union and the US. It’s very important that the US and Europe have a concerted approach,” she said. Natallia Pinchuk is sure that her husband, who serves his term in a correctional colony shares her opinion.

The Tehran Times of 24 October 2013 , the governmental english-language newspaper of Iran, devoted a big piece on the reaction of the Government to the latest report by Ahmed Shaheed, UN special rapporteur on human rights in Iran. According to Reuters, in an address to the UN General Assembly’s Third Committee Ahmed Shaheed, said, “Any renewed or revitalized dialogue between Iran and the international community must include and not seek to sideline the issue of human rights” and “Human rights considerations must be central to the new government’s legislative and policy agenda, and to international dialogue and cooperation.” Iranian Foreign Ministry spokesperson, Afkham, responded on Thursday that the mechanism for the appointment of the rapporteur was “completely political,” adding, “Terrorist groups and the groups which are seeking violence and have innocent people’s blood on their hands have been used as sources to prepare this report so it has no legal weight. In addition, Iran’s Permanent Mission to the UN issued a statement in which it defended the country’s human rights record. For those who are interested here follow some long excerpts which in tone and content are still very tough but perhaps the last paragraph reflects a bit more the hope that many have since Rouhani’s election: “Finally, notwithstanding our strong criticism of the report, we will continue our efforts to promote human rights in our country, including through enhancing our cooperation with the UN human rights machinery, particularly OHCHR, the UPR, thematic mandate holders and bilateral dialogue on human rights.” Read the rest of this entry »
China is one of the five candidates for the four seats to be filled by Asia-Pacific states. The other candidates are Jordan, Maldives, Saudi Arabia, and Vietnam. Among the voluntary pledges made by China for its membership are: “To continue to strengthen the development of democracy and the rule of law [and] push forward the reform of the judicial system.” The appeal is dated October 21, 2013, the day before China’s Universal Periodic Review at the Human Rights Council in Geneva. On 26 October 2013, the Geneva-based Alkarama human rights organisation announced that Yemeni journalist Abdulelah Haidar Shaye will receive the 2013 Alkarama Award for human rights defenders. The Director of Alkarama’s Legal Department, Rachid Mesli, said that Shaye was awarded the prize because he personifies the struggle against human rights abuses in Yemen and for his courageous investigative reporting in this regard. Since last year, the Alkarama Award for Human Rights Defenders is presented every year to a human rights defender or organization in recognition of their contribution to the protection and the promotion of human rights in the Arab world.
