State media in Sri Lanka lead attacks on Human Rights Defenders
June 4, 2013According to a statement from the Federation of Media Employees Trade Unions forwarded by the Asian Human Rights Commission (AHRC) on 4 June there is an ongoing attack in Sri Lanka on Human Rights Defenders, NGOs & opposition politicians through the Independent Television Network (ITN). The statement give concrete and detailed indications to show that ITN – in spite of its name – has continued to follow the government line and started a fresh round of attacks in May this year. Russian NGO KHRC Memorial attacked after being labeled foreign agent
May 28, 2013On 18 May 2013, a meeting of the Komi Human Rights Commission Memorial (KHRC Memorial) was aggressively interrupted by members of the radical nationalist group “Rubezh Severa” (Northern Border). Members of KHRC Memorial had gathered in a local cafeteria in Syktyvkar, the capital of the Komi Republic, Russia, to report on their work and financial situation for the period 2011-13. The meeting was public, and several journalists had been invited. As soon as the meeting began, members of the radical right group entered the room, calling the group foreign agents and waving banners, one of which read “Motherland for Sale, Reasonable Price”. Members of the human rights group managed to force the intruders out of the café and called the police, but not before two leaders, Igor Sazhin and Pavel Andreyev had ketchup thrown at their heads. The police detained the intruders and released them after administrative protocol had been completed. The incident comes just a few weeks after the KHRC Memorial received a warning from the Prosecutor’s Office on 27 April 2013, stating that some of its activities, such as its participation in protest actions were ‘political activity’. As such, the organisation is required to register as a ‘foreign agent‘ under the controversial ‘Foreign Agents’ Law, as it also receives funds from abroad. Front Line Defenders believes the attack is a possible effect of the new ‘Foreign Agents’ Law.
Indonesian activists detained for investigating lack of medical treatment in Tambrauw, Papua
April 18, 2013The Asian Human Rights Commission (AHRC) has received information regarding the detention of two activists by the Sausapor Sub-District Police in Papua, Indonesia. The activists were taken from their house to the police station and were being interrogated in relation to an investigation they conducted regarding the death of villagers in Tambrauw Regency due to the lack of medical treatment. It was reported that the two activists as well as others who were engaged in the investigation were previously followed by police officers.
According to the Justice, Peace and Integrity of Creation Desk of Protestant Church in Tanah Papua GKI-TP, Yohanis Mambrasar and his father, Hans Mambrasar, were taken from their house at Werur Village on 8 April 2013 at 12.20pm by two police officers wearing civilian clothes. The two officers who were identified as Darius Burdam and Sucipto from Sausapor Sub-District Police took the two activists on a black pickup truck to Sausapor Sub-District police where they were interrogated in two separate rooms. He was questioned on the investigation he conducted with his father and other activists regarding the death of Papuans in Tambrauw regency during November 2012 to March 2013, due to the lack of medical treatment. According to Yohanis and information gathered by other activists, the villagers were suffering from various sicknesses including diarrhoea and malnutrition and the lack of medical treatment resulted in the death of the villagers. The two police officers asked Yohanis regarding organisations in Papua which are against the Indonesian government as well as the name of organisations he is working with. Yohanis was later released without any charge on the same day.
Yohanis’ father, Hans Mambrasar, was interrogated separately by four officers wearing civilian clothes, along the same lines as his son. Hans, who is also a priest, was further asked by the police on the source of the funding. Hans was also released by the police without any charge on the same day.

Elections monitors’ offices in Zimbabwe raided for second time in one week
February 21, 2013It is clearly election time in Zimbabwe! This blog has reported previously on a number of intimidations and threats against human rights defenders. Now Front Line Defenders informs us that on 21 February 2013, the offices of Zimbabwe Election Support Network (ZESN) in Masvingo were raided for the second time this week and several items were stolen. The incident follows a raid on ZESN’s offices in Masvingo and Harare on 18 and 19 February respectively, during which confidential material was stolen. Established in 2000, ZESN is a coalition of 31 non-governmental organisations promoting democratic processes, in particular free and fair general elections.

New blueprint for law on protection of HRDs in the Philippines
December 13, 2012Two lawmakers are pushing for a law (House Bill 5379), ‘the Human Rights Defenders Act’, which aims to guarantee the rights of human rights defenders. The provisions are:
1 Right to promote and protect human rights
2 Right to information about human rights
3 Right to develop and advocate human rights ideas
4 Right to participate in public affairs
5 Right to access to human rights violations victims and, if necessary, provide legal assistance or facilitate the provision of the same
6 Right to unhindered access to communication with human rights bodies.
7 Right to refuse to violate human rights
8 Right to participate in activities against human rights violations
9 Right to solicit, receive and utilize resources
10 Right to establish a sanctuary to human rights victims
11 Right to file an action involving human rights violations – human rights organizations as complainants and, finally
12 Right to access documents of government units and personnel, paramilitary units and personnel, and military affiliate and government assets.
While some of the language is specifically cut towards the situation in the Philippines, the list is an interesting blueprint for other situations.
This proposal comes in the context of a recent (preliminary) report by the Observatory for the Protection of Human Rights Defenders which concluded: “There is compelling evidence that human rights defenders, in particular those advocating for land and environmental rights, are under serious threat, are constantly vilified, intimidated and ‘terrorized.”
