To mark my post number 1000, I have chosen the subject of human rights awards, timely as today, 27 November, is also the LAUNCH OF THE TRUE HEROES AWARDS DIGEST on www.trueheroesfilms.org. The number of human rights awards has exploded with over 50 new awards created in just the last decade, bringing the total number to well over 100. Most of the research was done when I was writing an article on Human Rights Awards for the Special Issue of the OUP Journal of Human Rights Practice on ‘The Protection of Human Rights Defenders” which comes out on 29 November (for more info go to: http://jhrp.oxfordjournals.org/). Doing the research I found that the information on awards is scattered all over the internet and that human rights defenders would greatly benefit if the dat were put all together in a searchable way in a single Digest.

There’s hardly a moment when Honduran human rights defender Bertha Cáceres is not worrying about what may happen to her for defending the rights of her community, the Lenca Indigenous People. The risk is so high that she’s been forced into hiding. “They want to terrorize us,” she told Amnesty International. “I cannot live my life like before. I cannot go to the office, take part in our campaign, or leave the country to denounce our situation in international forums. November 17, 2013This presentation produced by Breakthrough on 11 May 2012 had escaped me and may have escaped others. It is part of the Tribute to Feminist and Women Human Rights Defenders who are no longer with us, which took place at the AWID Forum in Istanbul Turkey, 19-22 April, 2012. The exhibit featured Women Human Rights Defenders who died, were killed, or were disappeared since the last AWID Forum in 2008.
Young Hong Kong artists awarded inaugural Human Rights Art Prizes
November 9, 2013The Hong Kong Refugee Advice Centre launched the Human Rights Arts prizes in an effort to show the work of young artists, while recognising the role of art in raising awareness of and defending human rights. The Emerging and the Community winners were chosen by judges working in the human rights field, while the staff from the centre chose two further winners, dubbed the Choice awards.
Works depicting the hardships of mainland immigrants and African refugees won two top awards (Elva Lai Ming-Chu won in the Emerging Artist category and photograper Alvin Fung Tsz Chung won the Community Artist prize). Artist Lo Chi-kit won a Choice award for his piece Under the Shadow, which he dedicated to detained, imprisoned and exiled human rights activists on the mainland. “Chi-kits work highlights the persecution and oppression that human rights defenders face around the world – sometimes to the point of being forced to flee their countries” Miller said.

Kazakhstan: Human rights defender Zinaida Mukhortova released from psychiatric confinement
November 4, 2013On 1 November 2013, human rights defender, Zinaida Mukhortova, was released from Astana Medical Centre for Psychological Health in Kazakhstan. As reported in this blog earlier she had been detained in psychiatric confinement since 9 August 2013 in Balkhash and was transferred to Astana on 30 September 2013 for psychological testing. Since her detention, Zinaida Mukhortova has been subjected to forced psychiatric confinement and treated against her will. Zinaida Mukhortova is a human rights lawyer with more than 10 years’ legal practice. Through her work, she has denounced cases of corruption and interference of political interests in the judiciary.

Honduras does not protect human rights defenders and ends up in public hearing of the IACHR
November 4, 2013The State of Honduras fails to comply with the implementation of protection measures for human rights defenders (HRD) at risk. For this reason, last Monday 28th October, state representatives appeared in a public hearing before the Inter-American Commission of Human Rights in Washington D.C.
This hearing was requested by the Centre for Human Rights Research and Promotion (CIPRODEH), the Committee of the Families of Detained and Disappeared Persons in Honduras (COFADEH), the Team for the Reflection, Research and Communication of the Society of Jesus in Honduras (ERIC-SJ), Protection International (PI) and the Center for Justice and International Law (CEJIL).
The participating organisations denounced the ineffectiveness of the interim and precautionary measures granted by the Inter-American Court and the Commission of Human Rights, after finding many shortcomings faced by the beneficiaries, who continue to be threatened. Likewise, punctual observations were made encompassing the various limitations and loopholes under the draft law named “Law on Protection for Human Rights Defenders, Journalists, Social Communicators and Justice Operators”, pending approval by the National Congress since august 2013. Finally some cases were highlighted, illustrating the risks that human rights defenders continue to face to the date in Honduras. Among others, special mention was made of the recent murder of Manuel de Jesús Varela Murillo, who was receiving protection measures.
The organisations called on national authorities to submit the above-mentioned draft law to a wide dialogue, in a participative and transparent way, for the purpose of establishing a mechanism to protect effectively human rights defenders. Finally, the CIDH was requested to visit Honduras to verify the reported risk situation, in order to provide appropriate recommendations.
Norway Proposes UN Resolution on Protection of Women Human Rights Defenders
November 2, 2013“Women human rights defenders risk violence, prejudice and exclusion for their courageous work. Through this resolution, we want to contribute to their protection,” says Norway’s Foreign Minister Børge Brende. Norway is coordinating the UN General Assembly’s work in New York on the protection of human rights defenders. The UN Special Rapporteur on the situation of human rights defenders, Margaret Sekaggya, has on several occasions expressed great concern for the challenging working conditions of human rights defenders. This is the first time a resolution on the situation and significance of women human rights defenders has been put on the table. “We want to send a clear signal of support to women who fight for human rights around the world, and we call on member states to enable and allow for their work to make our societies better,” says Brende. The resolution also calls on national human rights institutions, regional organizations and the UN system to take action. The draft resolution was formally presented on Friday 1 November.

Deadline for candidatures Special Rapporteur extended to 14 November
October 29, 2013On 28 September I shared a message concerning criteria to help select the best possible successor as Rapporteur on Human Rights Defenders. It mentioned 31 October as deadline, but the UN now informs us that the deadline for applications for special rapporteurs – to be appointed at the 25th session of the Human Rights Council (March 2014) – has been extended to Thursday 14 November 2013 (Midnight, GMT). If encountering technical difficulties, the Secretariat may be contacted by email: hrcspecialprocedures@ohchr.org.

Yemeni journalist Shaye receives the 2013 Alkarama Award

On 26 October 2013, the Geneva-based Alkarama human rights organisation announced that Yemeni journalist Abdulelah Haidar Shaye will receive the 2013 Alkarama Award for human rights defenders. The Director of Alkarama’s Legal Department, Rachid Mesli, said that Shaye was awarded the prize because he personifies the struggle against human rights abuses in Yemen and for his courageous investigative reporting in this regard. Since last year, the Alkarama Award for Human Rights Defenders is presented every year to a human rights defender or organization in recognition of their contribution to the protection and the promotion of human rights in the Arab world.
