14 September 2013 marked three years since renowned human rights defender David Ravelo Crespo, member of the director’s board of the Regional Corporation for the Defense of Human Rights (CREDHOS) based in the city of Barrancabermeja, was detained. Over NGOs reiterated on that occasion their concerns regarding a series of irregularities that were reported throughout the proceedings which resulted in his conviction and sentencing to 220 months in prison. Reiterating their respect for the independence of the judiciary in Colombia, the NGO statement lists a series of irregularities (see statement in full). The NGOs stress that David Ravelo Crespo is an internationally renowned human rights defender. He has won several awards such as the San Pedro Claver Award from the Diocese of Barrancabermeja in 2009; was one of the finalists for the 2013 Front Line Defenders Award fand has been nominated for the National Human Rights Defenders Awards in Colombia . His NGO was nominated for the 2013 Human Rights Award for the city of Weimar (Germany).
Two weeks later Front Line reports that human rights defender and campesina leader Adelinda Gómez Gaviria was killed in Almaguer, Cauca region. Adelinda Gómez Gaviria worked with the Comité de Integración del Macizo Colombiano – CIMA. She played an active role in the Mining and Environmental Forum in Almaguer, which has 1,500 indigenous and farming members. On 30 September as Adelinda Gómez Gaviria was returning home after a meeting, she and her 16 year-old son were approached and shot at by two unidentified men. Adelinda Gómez Gaviria suffered five bullet wounds and was killed, whilst her son is in a critical state in the Clínica La Estancia in Popayán city. One month prior to her killing Adelinda Gómez Gaviria had received a threatening telephone call from strangers who warned her to: “Stop messing around with this miners’ thing. It’s risky and it’ll get you killed.” The Red por la Vida y los Derechos Humanos del Cauca (Cauca Network for Life and Human Rights) has registered the murders of fourteen women human rights defenders in Cauca so far this year, primarily from rural areas of Cauca. Twelve death threats against human rights defenders have been reported, with five of those against women.

On 29 August 2013, human rights defender Ms Naw Ohn Hla was found guilty of disturbing public tranquillity under Section 505(b) of the Burmese Penal Code and sentenced to two years in prison with hard labour. Land and environmental issues keep putting pressure on human rights defenders in Burma as reported by Front Line:
On 2 August 2013, human rights defender Mr Ko Htin Kyaw was arrested on charges of insulting the state after participating in a peaceful protest against illegal land seizures on 30 July 2013. Three other peaceful protesters, themselves victims of illegal land seizures, were arrested alongside him. Ko Htin Kyaw is the director of the Movement for Democracy Current Force (MDCF), a community-based organisation working to promote development and democracy in Burma. They were not given any opportunity to contact a lawyer and were refused bail. If Ko Htin Kyaw is found guilty, he may be sentenced to up to 3 years imprisonment. The charges relate to a peaceful protest held on 30 July 2013 to peacefully express frustration at the government which had not forced the man in question to return the land, despite an acknowledgement from the authorities of the land seizure’s illegality and the existence of considerable evidence to support the claim.
On 20 June 2013, human rights defenders Messrs Moe Thway, Wai Lu and Wai Hmuu Thwin published a statement regarding the arrest warrants issued against them on 13 June 2013 . These arrest warrants are reportedly linked to comments the human rights defenders had made about the Letpadaung copper mine project, a joint venture between the Burmese military’s Union of Myanmar Economic Holdings Limited (UMEHL) and Wan Bao Company, a subsidiary of a Chinese arms manufacturer.
Moe Thway is a member of Generation Wave Youth Force, a network of human rights defenders that campaigns for civil and political rights, including by putting pressure on the Burmese government to sign the International Covenant on Civil and Political Rights. They have also been campaigning against the Letpadaung mine and have brought the campaign to national attention. Wai Lu and Wai Hmuu Thwin are part of the Yangon People Service Network which campaigns for the respect of rule of law and democracy in Burma. The campaign against the Letpadaung project is also part of their work.

Front Line reports the continuous presence of armed security guards in the community of La Nueva Esperanza, in the department of Atlántida, threatening and intimidating the local population, resulted in the temporary kidnapping of two human rights defenders, Mr Daniel Langmeier and Ms Orlane Vidal. Both are working for the Proyecto de Acompañamiento Honduras – PROAH (Honduras Accompaniment Project), an organisation which aims to prevent or alleviate situations of risk against human rights defenders in Honduras. The Asian Human Rights Commission (AHCR) tells the story of what happened recently in Bangladesh to human rights defender and philanthropic educator Shahed
Kayes well. I suggest you read the full story provided in the link below but the essence is that Shahed Kayes knew that his attempt to educate impoverished children from the low castes was unacceptable to the deeply entrenched local power structure and those at the top of it, as schooling can lessen the abundant supply of uneducated labour at their disposal. The next thematic report of the Special Rapporteur on Human Rights Defenders, Margaret Sekaggya, to the General Assembly in October 2013 will focus on the links between large-scale development projects and a safe and enabling
- environment for human rights defenders, with a particular emphasis on the challenges of the human rights-based approach to development and the role of human rights defenders. This is indeed – as also shown in this blog – a growing area of concern with many HRDs working on e.g. land grabbing, forced evictions, environmental issues or the protection of indigenous minorities under constant threats and many having been killed .
To this end, the Special Rapporteur is requesting Member States, national human rights institutions, non-governmental organizations and regional human rights mechanisms to answer a questionnaire. If you would like to contribute to this exercise, kindly complete the questionnaire and send it to defenders@ohchr.org. Deadline: 24 June 2013!. At the end of a 10-day fact-finding mission to South Korea
UN special rapporteur on human rights Defenders, Margaret Sekaggya, said Friday that South Korea’s 65-year-old national security act posed a “seriously problematic” challenge to freedom of expression. It prohibits the printing, distribution and ownership of any material deemed “anti-state” and outlaws any organisation advocating overthrow of the government.
“
I have been acquainted with the national security act which, despite the fact that it has been amended on several occasions, still appears seriously problematic for the exercise of freedom of expression,”
Sekaggya said.
