Bangladesh: Six student human rights defenders arbitrarily detained

On the 26th to 28th July 2024, six student human rights defender namely: Nahid Islam, Abu Bakar Majumder, Asif Mahmud, Sarjis Alam, Hasnat Abdullah, and Nusrat Tabassum reportedly have been arbitrarily detained under custody of Dhaka Metropolitan Police’s (DMP) Detective Branch (DB) and coerced to announce the withdrawal of their protest programmes through a video message sent to media from the DB office at around 8:00 PM on 28 July 2024.

Nahid Islam, Abu Bakar Majumder, Asif Mahmud, Sarjis Alam, Hasnat Abdullah, and Nusrat Tabassum are students and dedicated human rights defenders and National Coordinators of the Students Against Discrimination Movement. Nahid Islam is from the Sociology Department, Abu Bakar Majumder from the Geography Department, Asif Mahmud from the Linguistics Department, Sarjis Alam is affiliated with the Zoology Department, Hasnat Abdullah is from the English Department, and Nusrat Tabassum is from the Political Science Department of Dhaka University.

Students Against Discrimination Movement is a student led protest demanding reform of the present quota system in government jobs. A total 56 percent of first and second class government jobs in Bangladesh entailed quotas. 30 percent of the total reserved for the descendants of ‘freedom fighters’. This quota has been widely criticised especially by the students, stating that it create a discriminatory system and allegedly used to recruit students affiliated with the ruling party. Following widespread protests in 2018, the Government of Bangladesh abolished all quotas with an executive order. However, on 5 June 2024, the High Court ordered the Government to reinstate the quota with the power of any adjustment they want to make.

Since 01 July 2024, the protests have escalated in several university campuses.The protests was met with a severe crackdown from the authorities involving ruling party goons, police and paramilitary forces from Rapid Action Battelion (RAB) and Border Guard Bangladesh (BGB). It has reportedly resulted in the deaths of at least 250 people with thousands more injured. With the internet shutdown for almost a week, suspicion remains about many more killings. Since 18 July 2024, local media reported over 10000 people, including many students been arrested in a mass arrest spree.

On 28 July 2024, at around 5:00 AM, woman human rights defender Nusrat Tabassum from Dhaka University had been reportedly picked up by individuals claiming to be from Dhaka Metropolitan Police’s DB at her cousin’s home in Mirpur.

On 27 July 2024, two more student human rights defenders Sarjis Alam and Hasnat Abdullah were picked up and brought to the DB office. The Additional Commissioner of the DB claimed in a press conference that the student human rights defenders have been brought to their custody to ensure their safety, however the comissioner did not clear it whether they have been arrested. While the family members were not allowed to even enter into the DB office on 28 July 2024, they were allowed to meet the students on 29 July – only after their video message of withdrawal of their protest program been covered in media.

On 26 July 2024, at around 4:00 PM, human rights defenders Nahid Islam, Asif Mahmud and Abu Bakar Majumder were forcefully taken from Gonoshasthaya Kendra Hospital by the police in plainclothes in Dhaka and taken to custody of the Dhaka Metropolitan Police’s DB. Nahid and Asif were undergoing treatment Gonoshasthaya Kendra Hospital while Abu Bakar was accompanying them. Police also took away their phones.

Front Line Defenders condemns the arbitrary detention and coercion of student human rights defenders Nahid Islam, Abu Bakar Majumder, Asif Mahmud, Sarjis Alam, Hasnat Abdullah, and Nusrat Tabassum by the Dhaka Metropolitan Police in an attempt to repress their human rights work and target legimate students protests in Bangladesh.

Front Line Defenders urges the relevant authorities in Bangladesh to:

  1. Immediately and unconditionally release Nahid Islam, Abu Bakar Majumder, Asif Mahmud, Sarjis Alam, Hasnat Abdullah, and Nusrat Tabassum.
  2. Ensure the physical and psychological safety and well-being of Nahid Islam, Abu Bakar Majumder, Asif Mahmud, Sarjis Alam, Hasnat Abdullah, and Nusrat Tabassum while they remain in custody.
  3. To secure their immediate access to their families, legal representation, and any medical care they may require.
  4. End to all forms of harassment, intimidation, and arbitrary detention of student human rights defenders in Bangladesh. The rights to freedom of expression, assembly, and association must be respected and protected.
  5. Conduct independent and transparent investigation into the arbitrary detention and coercion of these student human rights defenders.

Appeal to support human rights defender Waldo Albarracín in Bolivia

Human rights defender Waldo Albarracín continues to be the subject of death threats and may be the target of surveillance, as a result of his work in Bolivia. Since October 2019, the defender has been targeted on a regular basis with threatening messages via his Facebook account by known and unknown individuals. The messages include threats to incriminate him and to set his house on fire.

About Waldo Albarracín: Waldo Albarracín is a well established and widely recognised human rights defender in Bolivia. He was the President of the Permanent Assembly of Human Rights of Bolivia (APDHB) from 1992 to 2003 and the Bolivian Ombudsman from 2004 to 2010. He is the current Rector of Universidad Mayor de San Andrés in La Paz and President of the National Committee for the Defence of Democracy (CONADE), a civil platform defending political rights.

In May 2020, Waldo Albarracín was mentioned as a target in a threatening video posted and circulated on social media by the illegal armed group Resistencia Juvenil Cochala. At 1:10 in the video, one man of a group of six men, hooded and armed, stated: “Resistencia Juvenil Cochala will fight on behalf of the Bolivia against Waldo Albarracín and Bolivian political leaders.” The armed group currently exceeds 5,000 members online and describes itself as a citizen’s platform, formed to fight against tyranny and in promotion of democracy in Bolivia. According to the group, it has no one leader.

In June 2020, the Fake Antenna Detection Project, an initiative established by the South Lighthouse organisation, released its findings that Waldo Albarracín, along with a number of human rights organizations and academic entities, may have had their mobile phones intercepted. The study identified 24 suspicious antennas, capable of interfering with mobile phones, some of which were located by the Office of the Permanent Assembly of Human Rights in Bolivia and also by the University Mayor de San Andres, both places where Waldo Albarracín works from. It has been suggested by local media that the interceptions were orchestrated by the military and government authorities, however the authorities are yet to comment publicly on the existence of the antennas and how permanent they are. South Lighthouse researches and monitors surveillance activities and abusive technological practices threatening human rights, security, and privacy in Latin America and other parts of the world.

Front Line Defenders has previously expressed concern regarding the risks faced by Waldo Albarracín. Although the human rights defender has faced risks since 2004 as a result of his human rights work, there has been a worrying escalation since the protests in 2019 regarding the results of the presidential election. On 10 November 2019, the defender’s house was set on fire by a crowd of around 500 people, whilst his family were still inside.

Urgent Appeals in theory and practice by the Asian Human Rights Commission; with examples from India and Pakistan

Under the title “Urgent Appeals, theory and practice“, the NGO ‘Asian Human Rights Commission‘ reflects on the need and increasing practicality (especially thanks to IT) of conducting urgent appeals. The AHRC Urgent Appeals system was created to give a voice to those affected by human rights violations and it now concludes that “Patterns start to emerge as violations are documented across the continent, allowing us to take a more authoritative, systemic response, and to pinpoint the systems within each country that are breaking down. This way we are able to discover and explain why and how violations take place, and how they can most effectively be addressed. On this path, larger audiences have opened up to us and become involved: international NGOs and think tanks, national human rights commissions and United Nations bodies.  The program and its coordinators have become a well-used tool for the international media and for human rights education programs. All this helps pave the way for radical reforms to improve, protect and to promote human rights in the region”.

To illustrate the point the AHRC comes at the same time with a call for action against what it calls a “witch hunt” by the Indian authorities against human rights defender Madhuri Krishnaswami of the Jagrat Dalit Adivasi Sangthan. In the most recent attack, the District Magistrate has written a letter to the Divisional Commissioner that found its way to Chief Secretary accusing the organisation to have links with Maoists and have demanded an inquiry into the issue. The attack is not a stray one but comes high on heels of an externment notice served on her by the same district administration in May, 2012 and subsequent attack on a JADS rally by the local goon with the administration looking away. Interestingly, the charge has been refuted by the police with the Inspector General of Police, categorically denying the presence of any Maoists activities in the reason.[The administration, evidently, is working on the behest of deeply entrenched vested interests whose corruption Madhuri and the organisation have continuously been exposing. The current attack, too, is an attempt to divert attention from the massive scam in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act in the area tipped to be worth more than 150 crore INR.]

At the same time the AHCR expresses great concern over the abduction of 4 human rights defenders in Pakistan by (probably) members of an outlawed religious organization. The unknown armed persons abducted six workers of a NGO including, two lady workers. However, after some time they threw the two women out of the vehicle. It is feared that the abducted workers would be assassinated as has happened in the past. Many health workers and human rights defenders have been killed after their abduction by such ‘religious groups’. The NGO, ‘HAND’, works under the UN programme. The abducted persons and female workers who were working in the Noor Mohammad Village Goth, Mauripur, Karachi, where they have been distributing medicines and rations to the residents for some time. The male abductees were Engineer Amjad Ali Siyal, Mohammad Ashfaq, dispenser, Khurram Ahmad Abbas, dispenser and driver Humayun Ahmad, driver. The released women, Miss. Shakila and Miss. Rashida told police that the kidnappers had taken the four abducted workers in a car towards Balochistan. The police claim that they were abducted by one of the banned Muslim extremist groups who are opposed to the polio vaccination programme and this incident due to the campaign against NGO volunteers. It is believed that the abductors are convinced that they are working for the interests of America or the West.
